INTEGRATING ENVIRONMENTAL DIMENSIONS INTO PUBLIC FINANCE – INTRODUCING THE ‘DO NO SIGNIFICANT HARM’ PRINCIPLE

The project "Integrating Environmental Dimensions into Public Finance – Introducing the ‘Do No Significant Harm’ (DNSH) Principle" s an initiative of the European Commission's Directorate-General for Structural Reform Support (DG Reform). 

The goal of the project is to enable eight EU member states (Austria, Belgium, Hungary, Italy, Latvia, Slovakia, Slovenia, and Spain) to incorporate the DNSH principle into their policies and measures. The aim is to create practical tools and guidelines that will help countries integrate the DNSH principle (Do No Significant Harm) into their public financial management systems. This includes thoroughly reviewing current legal frameworks, developing country-specific data management recommendations, organizing educational workshops, and developing examples of best practices for various sectors.

The project aims to enhance the participating countries' ability to align their public investments with European and national environmental and climate goals, contributing to the objectives of the European Green Deal.

Project Objectives:
  1. Main objective: To promote institutional, administrative, and structural reforms for growth in the participating countries: Austria, Belgium, Hungary, Italy, Latvia, Slovakia, Slovenia, and Spain.
  2. Specific objectives::
    • Support national authorities in improving their capacity to design, develop, and implement reforms:This objective includes assisting member states in strengthening their capabilities to plan and implement effective reforms that incorporate the DNSH principle.
    • Support national authorities in preparing, amending, implementing, and reviewing recovery and resilience plans:This includes assisting in the adaptation and improvement of national recovery and resilience plans in line with Regulation (EU) 2021/241, which also encompasses the DNSH principles.
