{"id":1802,"date":"2021-03-23T08:52:58","date_gmt":"2021-03-23T08:52:58","guid":{"rendered":"https:\/\/izo.si\/?p=1802"},"modified":"2022-01-11T15:23:01","modified_gmt":"2022-01-11T14:23:01","slug":"sporocilo-za-javnost-onesnazenje-zraka-in-prometna-politika-v-mestih","status":"publish","type":"post","link":"https:\/\/izo.si\/en\/sporocilo-za-javnost-onesnazenje-zraka-in-prometna-politika-v-mestih\/","title":{"rendered":"Sporo\u010dilo za javnost: Onesna\u017eenje zraka in prometna politika v mestih"},"content":{"rendered":"<p><strong>LJUBLJANA, Slovenija; BRUSELJ, Belgija; 23. marec 2021 \u2013 Za manj onesna\u017een zrak bi morala ve\u010dina slovenskih mest omejiti promet, ugotavlja Evropska zveza za javno zdravje (EPHA) v obse\u017eni raziskavi na temo prometa.<\/strong><\/p>\n\n\n\n<p>Z omejitvijo onesna\u017eujo\u010dega prometa v mestih bi lahko zmanj\u0161ali \u0161kodljive koncentracije trdih delcev do 23 %, koncentracije du\u0161ikovih oksidov (NOx) v zraku pa za 36 %.&nbsp;<a href=\"https:\/\/epha.org\/about-us\/\">EPHA<\/a>&nbsp;in partnerji ugotavljajo, da bi s tem privar\u010devali do 130 milijonov evrov dru\u017ebenih stro\u0161kov na leto. EPHA zdru\u017euje ve\u010d kot 80 nevladnih organizacij, med drugim tudi In\u0161titut za zdravje in okolje, ki delujejo na podro\u010dju javnega zdravja, zdravstvenih neenakosti in zdru\u017eenj zdravstvenih delavcev.<\/p>\n\n\n\n<p>Po podatkih\u00a0<a href=\"https:\/\/www.eea.europa.eu\/signals\/signals-2020\/articles\/improving-air-quality-improves-people2019s\">Evropske agencije za okolje<\/a>\u00a0je onesna\u017een zrak poglavitni okoljski dejavnik za prezgodnje smrti, kar velja predvsem za mesta. Onesna\u017eenost zraka povzro\u010da bolezni, ki so povezane z vi\u0161jo umrljivostjo pri covidu-19, navaja\u00a0<a href=\"https:\/\/www.who.int\/emergencies\/diseases\/novel-coronavirus-2019\/media-resources\/science-in-5\/episode-9---air-pollution-covid-19\">Svetovna zdravstvena organizacija<\/a>. Ukrepi za zajezitev epidemije, ki so bili vpeljani od marca 2020, so znatno prispevali k bolj\u0161i kakovosti zraka, vendar se je onesna\u017eenost\u00a0<a href=\"https:\/\/www.eea.europa.eu\/themes\/air\/air-quality-and-covid19\">hitro vrnila na prej\u0161nje ravni<\/a>, v nekaterih mestih celo slab\u0161e kot pred pandemijo. Ne glede na epidemijo Slovenija \u017ee od leta 2011\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-eu-court-hungary-idUSKBN2A31KH\">kr\u0161i<\/a>\u00a0evropska pravila kakovosti zraka.<\/p>\n\n\n\n<p>Pozivi EPHE temeljijo na dana\u0161nji novi raziskavi. V njej so raziskovalci pod drobnogled vzeli 28 urbanih politik razli\u010dnih mest po svetu, od javnih avtobusov brez emisij do shem souporabe e-skirojev. Namen tovrstne analize je prikazati vpliv tak\u0161nih politik in prometa na zmanj\u0161anje koncentracij trdih delcev ter du\u0161ikovih oksidov.\u00a0<\/p>\n\n\n\n<p>Omejevanje onesna\u017eujo\u010dega prometa v mestih, kot so Milano, London, Krakov in Atene, je pokazalo najbolj\u0161e rezultate z zmanj\u0161anjem koncentracij trdih delcev do 23 % ter du\u0161ikovih oksidov do 36 %. Najve\u010dja mesta so s tem na letni ravni privar\u010devala okoli 130 milijonov evrov dru\u017ebenih stro\u0161kov v povezavi z zdravjem. Bolj onesna\u017eujo\u010da vozila so postala pla\u010dljiva ob vstopu v mesta, kot so na primer London, Stockholm, Gothenburg in Milano, kar je prispevalo k zni\u017eanju koncentracij trdih delcev za 17 % in koncentracij du\u0161ikovih oksidov za 12 %. Slednje se je dodatno pokazalo kot prihranek 95 milijonov evrov dru\u017ebenih stro\u0161kov na leto. Kljub temu da je tak\u0161en ukrep pokazal dobre rezultate, pa so nalo\u017ebe vzpostavitve tak\u0161nega sistema nekoliko dra\u017eje, \u010deprav se glede na dru\u017ebene stro\u0161ke hitro povrnejo.<\/p>\n\n\n\n<p><br>Nasprotno pa sprememba v razpolo\u017eljivosti in cen parkiranja v mestih ni draga investicija, ukrep pa je prav tako u\u010dinkovit. Raziskovalci so ugotovili, da je bilo s tak\u0161nimi parkirnimi ukrepi dose\u017eeno od 5- do 10-% zmanj\u0161anje onesna\u017eenosti zraka. Pri vsakem ukrepu omejevanja pa so pomembne alternativne mo\u017enosti mobilnosti. Grajenje infrastrukture za kolesarje in sprehajalce, javno subvencionirane sheme souporabe avtomobilov in u\u010dinkoviti ukrepi za promocijo javnega prevoza so le nekateri ukrepi, ki so analizirani v \u0161tudiji z vidika u\u010dinkovitosti in stro\u0161ka implementacije.\u00a0<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u00bbOnesna\u017eenost zraka je dodatno poslab\u0161ala pandemijo. Mnogi na\u0161i prijatelji, sorodniki in sodelavci so imeli te\u017eavo z dihanjem in bili slabotni tedne ali mesece. Umazan zrak lebdi nad mesti ve\u010d desetletij in povzro\u010da astmo, sr\u010dne bolezni ter raka na plju\u010dih. Medtem ko covid-19 premagujemo s cepivi, se moramo bojevati tudi s tem \u00bboblakom bolezni\u00ab. Skrb za zdravje ljudi je enoten boj. Zaskrbljeni dr\u017eavljani bi morali spodbuditi \u017eupane, da prevzamejo vodilno vlogo v tem boju. Zdaj je \u010das, da za\u010dnejo odlo\u010devalci mest ob finan\u010dnih spodbudah Evropske unije graditi bolj kakovostno okolje za izbolj\u0161anje zdravja ljudi.\u00ab<\/p><cite><strong>Sascha Marschang, generalni sekretar Evropske zveze za javno zdravje (EPHA)<\/strong><\/cite><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u00bb\u010cas je, da za\u010dnemo ukrepe za izbolj\u0161anje kakovosti zraka sprejemati in celostno implementirati na nacionalni in lokalni ravni. Strate\u0161ke usmeritve, kam in kako bomo kot dru\u017eba vlagali svoje nalo\u017ebe, so pri tem zelo pomembne. Zdravstvena in okoljska stroka sta jasni glede posledic onesna\u017eeval zraka na zdravje ljudi in samo okolje. Te posledice so kvantificirane v mnogo prevelikih stro\u0161kih, ki jih pla\u010duje dru\u017eba. \u0160e ve\u010d, pri tem najvi\u0161ji dele\u017e nosijo prav ranljive skupine. Ukrepi, ki jih predlagamo v omenjenem dokumentu, prispevajo k izbolj\u0161evanju kakovosti zraka v mestih, kar pozitivno vpliva tudi na socioekonomske kazalnike.\u00ab<\/p><cite><strong>Toma\u017e Gorenc, direktor In\u0161tituta za zdravje in okolje<\/strong><\/cite><\/blockquote>\n\n\n\n<p><\/p>\n\n\n\n<p>EPHA izpostavlja, da bi morali \u017eupani in odlo\u010devalci evropskih mest sprejeti nove ukrepe, primerne za njihova mesta. Na voljo je ve\u010d u\u010dinkovitih ukrepov, ne glede na prora\u010dunsko raven. Evropski&nbsp;<a href=\"https:\/\/ec.europa.eu\/info\/business-economy-euro\/recovery-coronavirus\/recovery-and-resilience-facility_en#the-facility-and-nextgenerationeu\">Mehanizem za okrevanje in odpornost<\/a>&nbsp;po pandemiji dr\u017eavam \u010dlanicam ponuja sredstva v vi\u0161ini 672 milijard evrov. Od tega je tretjina namenjena zelenim nalo\u017ebam, kar vklju\u010duje tudi promet.<\/p>\n\n\n\n<p>Po merilih Svetovne zdravstvene organizacije\u00a0<a href=\"https:\/\/www.eea.europa.eu\/publications\/air-quality-in-europe-2019\">dve tretjini mest<\/a>\u00a0ne dosegata standardov \u010distega zraka. Po podatkih\u00a0<a href=\"https:\/\/www.eea.europa.eu\/publications\/air-quality-in-europe-2020-report\">Evropske agencije za okolje<\/a>\u00a0trdi delci, du\u0161ikovi oksidi in prizemni ozon povzro\u010dijo pribli\u017eno 1840 prezgodnjih smrti v Sloveniji. EPHA je v\u00a0<a href=\"https:\/\/www.google.com\/url?q=https:\/\/epha.org\/how-much-is-air-pollution-costing-our-health\/&amp;sa=D&amp;source=editors&amp;ust=1616431708423000&amp;usg=AOvVaw29eJ97_BYXtwHFdI6RxdMV\">raziskavi<\/a>\u00a0iz leta 2020 ugotovila, da onesna\u017een zrak prebivalce Ljubljane in Maribora v povpre\u010dju letno stane\u00a0<a href=\"https:\/\/drive.google.com\/file\/d\/1s2TbGUT_fGEthEnXc5aeDJxym4stxnDr\/view\">1.233 evrov<\/a>\u00a0dru\u017ebenih stro\u0161kov.
